Der Begriff Inklusion hat in jüngster Zeit an Popularität gewonnen; Städte und eine Vielzahl von Institutionen und Politiker:innen verwenden den Begriff, doch es bleibt unklar, wann eine Stadt tatsächlich inklusiv wird und vor allem, durch welche Maßnahmen dies erreicht werden kann. In dieser Arbeit wird daher die praktische Umsetzung von sozialer Inklusion in urbanen Umgebungen aus sozialräumlicher Perspektive untersucht. Im Fokus dieser Fallstudie steht das Rechenzentrum, eine sozial-kreative Institution im deutschen Potsdam, eine Stadt, die durch ein hohes Maß an Segregation gekennzeichnet ist. Zugleich gibt es in Potsdam lange politische Auseinandersetzungen um das Erscheinungsbild der Stadt zwischen preußischem Wiederaufbau und Bewahrung der Architektur aus der DDR-Zeit. Das Rechenzentrum ist eines der letzten noch erhaltenen DDR-Gebäude in Potsdam und bietet in erster Linie leistbare Arbeitsräume für Künstler:innen, stellt darüber aber auch Räumlichkeiten für non-profit Organisationen, bereit, die vulnerable Bevölkerungsgruppen, z.B. von Armut betroffene Menschen, unterstützen. Anhand qualitativer Methoden, darunter 11 Interviews mit Stadtplaner:innen, Mitgliedern des Rechenzentrums und gemeinnützigen Mitarbeiter*innen sowie offizielle Dokumente, die von der Stadt veröffentlicht wurden, wird eine thematische Inhaltsanalyse durchgeführt, um die leitenden Forschungsfragen zu beantworten. In dieser Arbeit wird daher erläutert, wie das Rechenzentrum zur sozialen Inklusion in Potsdam beiträgt. Die Endergebnisse werden durch einen abduktiven Ansatz erzielt, bei dem die empirischen Daten in Kombination mit Martina Löws relationaler Raumtheorie trianguliert werden. Die Ergebnisse deuten darauf hin, dass das Rechenzentrum als Institution dient, die mehrere Aspekte erfüllt, um Potsdam zu einer inklusiveren Stadt zu machen. Die Resultate bilden eine fundierte Basis um einen Beitrag zur Diskussion um soziale Inklusion im städtischen Raum beizusteuern. Indem aufgezeigt wird, inwieweit die normativ formulierten Ziele der Stadt Potsdam – insbesondere jene, die auf Inklusion in verschiedenen Formen abzielen – durch das Rechenzentrum umgesetzt werden, wird deutlich, wie marginalisierte Personen tatsächlich in die Stadtgesellschaft inkludiert und ihre sozioökonomischen Ressourcen erweitert werden.

The term in clusion has gained recent popularity; used by a variety of institutions and politicians, cities want to be and seem as inclusive as possible, but it remains unclear as to when a city is an inclusive city and, above all, through which measures it is to be achieved. Therefore, this thesis investigates the practical implementations of social inclusion in urban environments, employing a socio-spatial perspective. This case study centers on the Rechenzentrum, a socio-creative institution, located in the German city of Potsdam, which is characterized by a high level of segregation. At the same time, Potsdam faces long-standing political disputes over the city’s appearance between Prussian rebuilding and the preservation of GDR-era architecture. The Rechenzentrum is one of the last remaining GDR buildings in Potsdam and provides spaces for artists and non-profit organizations who support vulnerable population groups, e.g., people affected by poverty. Through qualitative methods, including 11 interviews with urban planners, members of the Rechenzentrum, and non-profit collaborators, and official documents published by the city, a thematic content analysis is applied to address the research questions. This thesis thus works to explain how the Rechenzentrum contributes to social inclusion in the city of Potsdam. The final results are conducted through an abductive approach, triangulating the empirical data in combination with Martina Löw’s relational theory of space. The findings suggest that the Rechenzentrum serves as an institution that fulfils several aspects to make Potsdam a more inclusive city. These observations contribute to the field of social inclusion in urban environments by revealing the normative proclaimed goals postulated by city administration and the spaces that value inclusion in different forms by supporting marginalized individuals to participate in opportunities, enhancing their socio-economic resources.
