In dieser Arbeit werden die auf dem World Humanitarian Summit 2016 vorgestellten Konzepte des Humanitarian-Development Nexus und der Lokalisierungsagenda untersucht. Die Analyse der Umsetzung dieser beiden Konzepte erfolgt anhand der Arbeit von Caritas Österreich in Syrien in der Zeit des Krieges von 2011 bis 2024. Offiziell sollen diese Ansätze die Resilienz und Unabhängigkeit fördern, insbesondere in langwierigen Krisensituationen wie in Syrien. Sie sollen auch zur Dekolonialisierung der humanitären Hilfe und Entwicklungszusammenarbeit beitragen. Die Fallstudie der Arbeit von Caritas Österreich in Syrien ist in diesem Zusammenhang aufschlussreich, da die offizielle Linie der Organisation besagt, dass sie sowohl für humanitäre Hilfe als auch für Entwicklungszusammenarbeit zuständig sind, auch in langanhaltenden Krisensituationen wie Syrien. Eine kritische institutionelle Analyse von Caritas Österreich und ihrer Umsetzung der beiden Konzepte in Syrien zeigt jedoch, dass der Humanitarian-Development Nexus in langwierigen Krisensituationen nur begrenzt angewendet werden kann. Darüber hinaus führte die Einbeziehung lokaler Akteure nicht zu einer Veränderung der Machtverhältnisse in den Bereichen humanitäre Hilfe und Entwicklungszusammenarbeit.

This thesis explores the concepts of the Humanitarian-Development Nexus and the Localisation Agenda, which were introduced at the World Humanitarian Summit in 2016. These concepts are examined through the case of Caritas Austria's response to the Syrian crisis. In official terms, these approaches are intended to foster resilience and independence, especially in protracted crisis settings such as Syria, and to contribute to the decolonisation of the humanitarian and development sectors. The case of Caritas Austria's work in Syria is illuminating, as the official line of the organisation is that they traditionally have a mandate for both humanitarian and development work, also in long-term crisis situations such as Syria. However, a critical institutional analysis of Caritas Austria, and their implementation of the two concepts in Syria, demonstrates that the Humanitarian-Development Nexus can only be applied to a limited extent in protracted crisis settings. Furthermore, the inclusion of local actors, did not result in altering power hierarchies in the humanitarian and development sector.
