Hitzewellen stellen im europäischen und insbesondere im urbanen Kontext eine wachsende Bedrohung für Gesundheit und Gesellschaft dar. Am Fallbeispiel Wien untersucht diese Arbeit die institutionellen Strukturen einer integrativen Risiko Governance zu Hitze. Ziel ist die Analyse der vertikalen Einbettung in europäische und nationale Vorgaben sowie der horizontalen Politikintegration auf Stadtebene. Ergänzend werden Risikokommunikation und Partizipation vulnerabler Gruppen betrachtet. Methodisch basiert die Studie auf einer qualitativen Governance-Analyse von Literatur sowie leitfadengestützten Expert:inneninterviews. Die Ergebnisse zeigen, dass Risiko Governance zwar auf allen Ebenen institutionalisiert ist, ihre Wirksamkeit jedoch durch politische Widerstände, sektorale Fragmentierung und unzureichende Datengrundlagen eingeschränkt bleibt. Wien verfügt mit Hitzeaktionsplan, Klimarat und Koordinationsstellen über zentrale Instrumente, die jedoch nicht alle Defizite ausgleichen können. Deutlich wird die Diskrepanz zwischen wissenschaftlicher Risikoabschätzung und öffentlicher Risikowahrnehmung. Für vulnerable Gruppen sind zielgruppengerechte Kommunikation und partizipative Formate entscheidend. Perspektivisch erfordert wirksamer Hitzeschutz eine Kombination aus integrierter Governance, evidenzbasierter Kommunikation und systematisch verankerter Partizipation.

Heatwaves represent a growing threat to health and society in Europe, particularly in urban contexts. Using Vienna as a case study, this thesis examines the institutional structures of integrative risk governance in relation to heat. The aim is to analyze the vertical integration into European and national frameworks as well as the horizontal policy integration at the city level. In addition, risk communication and the participation of vulnerable groups are considered. Methodologically, the study is based on a qualitative governance analysis of literature and semi-structured expert interviews. The findings show that while risk governance is institutionalized at all levels, its effectiveness is limited by political resistance, sectoral fragmentation, and insufficient data. Vienna has established key instruments such as the Heat Action Plan, the Climate Council, and coordination bodies, but these cannot fully address structural deficits. A clear gap emerges between scientific risk assessment and public risk perception. For vulnerable groups, tailored communication and participatory formats are essential. Looking ahead, effective heat protection requires a combination of integrated governance, evidence-based communication, and systematically embedded participation.
