Die gewaltsamen Proteste, die auf die im Oktober 2024 abgehaltenen Parlaments- und Präsidentschaftswahlen folgten, sind das jüngste Beispiel für die unversöhnte Gesellschaft Mosambiks sowie die Unzufriedenheit eines großen Teils der Bevölkerung mit der Machtansammlung der langjährigen Regierung und der sozio-ökonomischen Entwicklung des Landes. Eine wesentliche Mitverantwortung daran tragen externe Akteur*innen, die im Friedensprozess nach dem Bürgerkrieg bis heute im Bereich der Entwicklungszusammenarbeit (EZA) eine wesentliche Rolle spielen. Die vorliegende Arbeit beleuchtet, basierend auf den Vorstellungen von Versöhnung von Frantz Fanon und Nelson Mandela, das Wirken externer Akteur*innen aus dem EZA-Bereich in Versöhnungsprozessen am Beispiel des Projektes DELPAZ Sofala der Austrian Development Agency (ADA) in Mosambik. Mittels Literatur aus dem Feld der postkolonialen Theorie sowie Interviews mit Projektbeteiligten wird versucht, das Engagement externer Akteur*innen und Versöhnungsversuche in der EZA einzuordnen. In der Arbeit wird argumentiert, dass wiewohl externe Dritte wesentlich zu Mediation und Finanzierung beitragen können, die „Projektisierung“ von Versöhnung mit der Problematik von Messbarkeit, einem limitierten Zeitrahmen und begrenzten finanziellen Mitteln einhergeht. Obgleich das konkrete Engagement von den Befragten als grundlegend positiv bezeichnet wird und deren humanistischen Motive unbestreitbar sind, agiert EZA stets in einem globalen Kontext und läuft somit im Sinne der postkolonialen Kritik Gefahr, globale Ungleichheit, Herrschafts- und Abhängigkeitsverhältnisse zu reproduzieren.

The violent protests that followed the parliamentary and presidential elections in October 2024 are the latest examples of Mozambique’s still unreconciled society as well as the dissatisfaction of a large part of the population with the long-term government, its accumulation of power and the socio-economic development of the country. As external actors have played a significant role in the peace process after the civil war and continue to do so today within development cooperation, they bear some responsibility for the current state of affairs. Based on the ideas of reconciliation by Frantz Fanon and Nelson Mandela, this master’s thesis examines the role of external actors within development cooperation in reconciliation processes through the case of the Austrian Development Agency (ADA) project DELPAZ Sofala in Mozambique. With the aid of postcolonial theory literature and interviews, the paper attempts to not only emphasize and consider the involvement of external actors in development cooperation but also the focus on reconciliation in general. In doing so, it is argued that although external parties can contribute significantly to mediation and financing, the ‘projectisation’ of reconciliation is often accompanied by problems of measurability, a limited time frame and limited financial resources. Albeit the interviewees describe the respective involvement as fundamentally and their individual humanistic motives are undeniable, development cooperation operates in a global context and thus runs the risk of reproducing global inequality, unequal power relations and dependencies according to postcolonial criticism.
