Diese Arbeit behandelt einen weitreichenden Themenkomplex rund um die Entwicklungszusam-menarbeit (EZA) der Republik Polen und ihre Institutionen, welche im letzten Jahrzehnt einen grundlegenden Wandel vollzogen haben. Neben der Darstellung der Entwicklungen in diesem Be-reich wird im Rahmen der vorliegenden Arbeit auch versucht, Motive und Interessen, die hinter der Ausrichtung der polnischen EZA stehen, auszumachen und zu analysieren.
Nach einer einführenden Klärung von Begriffen und der angewandten Konzepte wird ein Überblick zu Literatur, Interviews und wissenschaftlicher Vorgehensweise hergestellt. Danach folgt eine Kon-textualisierung des Themas in Hinblick auf Begriffe der Internationalen Entwicklung, Entwick-lungstheorien und Akteuren, wobei gleichzeitig geschichtliche Hintergründe von „Entwicklung“ als Phänomen erläutert werden.
Eine Chronologie der Entwicklungszusammenarbeit und Enwicklungspolitik beginnt mit Polen im Realsozialsmus, betrachtet weiter, welche Entwicklungen bis zum EU-Beitritt 2004 stattfanden. In diesem Zusammenhang werden die neuen Rahmenbedingungen für polnische EZA und Entwick-lungspolitik dargestellt.
Als EU-Mitglied und „neuer Geber“ verfolgt der polnische Staat verschiedene entwicklungspoliti-sche Interessen, welche wiederum von uterschiedlichen Motivationen herrühren. Die Zeiten des Umbruchs hat Polen zwar schon hinter sich gebracht – es is aber immer noch damit beschäftigt sich in seiner neuen Rolle zu positionieren. Insofern ist das Feld der EZA in Polen ein sehr junges und aktives – eine Darstellung der Strukturen und Aktivitäten schließt den Hauptteil der Arbeit ab.

This thesis examines the topic of both Polish Development Policy as well as the Polish System of Foreign Aid or Development Co-operation, emphasising the role of institutional change and the importance of recent developments in this sector within the past six years, since Poland joined the European Union as a member state. Furthermore, the aim of this work is to analyse rationales for Polish Development Policy, Development Co-operation and political interests, as well as general reasons and background for Polish policy in this field.
To put this analysis in an appropriate context one has to look on one hand further back into the past, as national and global history plays an important role within the topic. On the other hand it also seems necessary to discuss concepts and terms considering development.
By becoming an EU-member Poland has obviously joined the international donor-community of OECD-states and has thus transformed itself from the original status of an aid and development assistance recipient to an almost fully acknowledged donor state in development cooperation within a rather short period time of less than ten years.
Nevertheless the above mentioned “almost” makes a crucial point. Although Poland has in 2003 defined its own Strategy for Polish Development Cooperation and developed what might be called an institutional frame by establishing a Department for Development Cooperation within the struc-ture of the Ministry of Foreign Affairs. There remains a wide range of political, social, structural, technical problems and those of a financial nature to be solved.
When thinking of strategies to cope with those problems, one must first try to understand and ana-lyse the motives and interests of the Polish state and executive governments. Also, it is important to understand Polish public opinion and how that affects Development Policy and Development Coop-eration which can be subsumed in a common approach of perceiving Development Policy as a func-tional, but rather unimportant part of national Foreign Policy. Within this understanding lies the key to further motives and interests, i. e. following the “good-neighbour-policy” or rather fulfilling the most basic expectations of the international community in order to keep a positive reputation in this field.
