Diese Masterarbeit untersucht Polikliniken in Deutschland als entstehende health care commons und als radical counter-imaginaries zu einem biomedikalisierten und neoliberalen Gesundheitssystem. In Zeiten zunehmender Ökonomisierung, Privatisierung und wachsender Ungleichheiten in der Gesundheitsversorgung verstehen sich Polikliniken als solidarisches Gegenmodell, welches Versorgung jenseits individualisierender und profitorientierter Logiken neu strukturiert. Aufbauend auf Science and Technology Studies (STS), (Gesundheits-)Aktivismusforschung und Commons-Theorien kombiniert diese Arbeit die Konzepte der Counter-Imaginaries, Radical Imaginaries und (Care) Commons, um zu analysieren, wie Polikliniken hegemoniale Gesundheitsordnungen zugleich kritisieren und präfigurativ alternative Modelle erproben. Empirisch basiert die Studie auf qualitativen Interviews, ethnographischen Beobachtungen sowie der Analyse von Dokumenten und Podcasts, die mittels reflexiver thematischer Analyse ausgewertet wurden. Die Ergebnisse zeigen, wie Polikliniken Gesundheit als soziales Produkt und öffentliches Gut rekonzeptualisieren, multiprofessionelle Zusammenarbeit und partizipative Planungsprozesse etablieren und community-basierte Prävention praktizieren. Gleichzeitig stehen sie vor Herausforderungen in Bezug auf Finanzierung, Professionalisierung und die Ambivalenzen des commoning mit und gegen Strukturen. Anstatt Polikliniken entweder als inhärent transformativ oder als vollständig in neoliberale Strukturen integriert darzustellen, begreift diese Arbeit sie als ambivalente Räume des commoning, in denen radical counter-imaginaries kontinuierlich ausgehandelt, stabilisiert und auch infrage gestellt werden. Ihr emanzipatorisches Potenzial liegt nicht in ihrer bloßen Existenz, sondern in ihrer Fähigkeit, Spannungen und strukturelle Begrenzungen reflexiv zu bearbeiten. Damit leistet diese Arbeit einen Beitrag zu STS-Debatten über Gesundheitsaktivismus, Ökonomisierung und die Rolle sozialer Bewegungen in Medizin und Gesundheitspolitik.

This thesis examines policlinics in Germany as emerging health care commons and radical counter-imaginaries to biomedicalized and neoliberal public health. At a time of increasing marketization, privatization, and growing health care inequalities, policlinics position themselves as solidarity-based health centers that seek to restructure health care beyond individualizing and profit-oriented paradigms. Drawing on Science and Technology Studies (STS), activism and commons scholarship, this study combines the concepts of counter-imaginaries, radical imaginaries, and (care) commons to analyze how policlinics both oppose to hegemonial health care and prefigure their alternative counter-models. Empirically, the thesis is based on qualitative interviews, participant observations, and document and podcast analysis, analyzed through reflective thematic analysis. The findings show how policlinics rethink health as a social product and public good, foreground multiprofessional cooperation, participatory planning, and community-based prevention. At the same time, they face tensions related to financing, professionalization, and the ambivalences of commoning with and against existing structures. Rather than portraying policlinics as inherently transformative or as fully co-opted by neoliberal structures, this thesis conceptualizes them as ambivalent spaces in which radical counter-imaginaries are continuously negotiated, contested, and stabilized. Their emancipatory potential does not lie in their mere existence, but in their capacity to reflect upon and engage with structural constraints and internal tensions. By empirically studying policlinics as health care commons, this thesis contributes to STS debates on health care activism, marketization, and the role of social movements in shaping medicine and public health.
