In meiner Diplomarbeit gehe ich der Frage nach, welchen Einfluss die Internationalen Organisationen und Geldgeber auf die Politische Kultur Tansanias haben. Konkret befasse ich mich mit den Einflüssen auf den Entscheidungsprozess durch den Begriff „Good Governance“, welcher als Vorbedingung für finanzielle Unterstützungen an die Regierung gestellt wird. In meinen Hypothesen vermute ich, dass der innenpolitische Entscheidungsprozess von den Interessen der Geldgeber dominiert wird. Dadurch verändert sich zwangsläufig die Haltung der Regierung gegenüber der Bevölkerung und umgekehrt, beide entfernen sich dabei zunehmend voneinander. Die Artikulation der Bedürfnisse obliegt in vielen Fällen nicht den Betroffenen, sondern den internationalen Organisationen und mit anderen Worten jenen, welche ihre Macht finanziell stützen. Dieser Prozess hat bereits mit der Liberalisierung der politischen Struktur in den 1980er Jahren begonnen, welche zur Einführung des Mehr-Parteien Systems geführt hat. Zeitgleich wurden zahlreiche Entwicklungsprogramme in Tansania eingeführt, welche mehr oder weniger von internationalen Interessen geleitet wurden. Der Aufbau meiner Arbeit umfasst eine theoretische Einführung in die Begriffe der „Politischen Kultur“ sowie des Begriffs „Good Governance“. Weiters stelle ich eine Analyse der Politischen Kultur, vor dem Hintergrund der Politik des Afrikanischen Sozialismus dar. Ich stelle die wichtigsten externen und internen Entwicklungsprogramme und Initiativen, welche seit den 1990er Jahren zunehmend an Bedeutung gewonnen haben vor. Im letzten Teil meiner Arbeit wird das Spannungsverhältnis vom (Post-)Afrikanischen Sozialismus und dem Konzept von „Good Governance“ untersucht, welcher für den Wandel der Politischen Kultur ausschlaggebend ist.

In my diploma thesis I examine the impact of the international organizations and donors on Tanzania’s political culture. More precisely, I observe the influence trough the term “Good Governance” which is the main conditionality laid on the government. In my hypothesis, I assume that the domestic decision-making process is dominated by the donors’ interests. Thus, the position of the government towards its citizens and vice versa is changing as they both drift apart from each other. The articulation of the demands is in many cases less concerning those who are affected by the circumstance, but is rather done by the international organizations, whose economic power is thereby strengthened. This process started with the liberalization of the political structure in the 1980s, resulting in the implementation of the multi-party system in 1992. At the same time Tanzania introduced several development programs, which are more or less dominated by international interests. The structure of my thesis starts with a theoretical introduction on the basic terms of “Political Culture” and “Good Governance”. Furthermore, an analysis is carried out on Tanzanias’ political culture at the background of the politics of the African Socialism. The most important external and national development programs that gained importance since the 1990s are introduced. In the last part of my thesis I examine the field of tension of the (post-) African Socialism regime and the concept of “Good Governance”, which is responsible for the alteration of Tanzania’s political culture.
