Die vorliegende Arbeit untersucht, die Instrumentalisierung von Migration mittels digitaler Desinformation als einen zentralen Aspekt der russischen Strategie der hybriden Einflussnahme auf die Europäische Union. Die bisherige Forschung hat die Grenzkrise in Polen, Litauen und Lettland (seit 2021) weitgehend isoliert betrachtet und sich auf Aspekte wie Grenzübertritte konzentriert, während die begleitenden Informationsoperationen weitgehend unterbelichtet blieben. Am Beispiel der polnisch-belarussischen Grenze zeigt diese Arbeit, wie die Konstruktion von Narrativen durch Desinformation die Wirkung der eskalierenden Grenzspannungen verstärkt. Die qualitative Diskursanalyse staatlich kontrollierter russischer Medien ergab drei dominante Narrative: Polen als Verursacher systematischer Brutalität und einer humanitären Krise; Polen als ineffektiv und korrupt, unfähig zu angemessener Reaktion; und schließlich Polen als handlungsunfähiger Akteur, dessen Regierung als Marionette des Westens dargestellt wird. Diese Narrative zielen weniger auf eine kohärente Darstellung als auf die Polarisierung der polnischen Gesellschaft und die Schwächung des EU-Zusammenhalts. Gestützt auf die Theorie der hybriden Einflussnahme argumentiert die Arbeit, dass die orchestrierten Migrationsströme an der Ostgrenze der EU in Verbindung mit Desinformationskampagnen als spaltende Faktoren auf innerstaatlicher wie regionaler Ebene wirken. Darauf aufbauend entwickelt die Arbeit das Konzept einer subversiven Instrumentalisierung von Migration, deren primäres Ziel nicht expliziter Zwang, sondern Destabilisierung ist.

This research analyses how the weaponization of migration with digital disinformation constitutes a critical aspect of the Russian strategy of hybrid interference against the European Union. The existing scholarship has largely treated the border crisis in Poland, Lithuania, and Latvia (2021-present) in isolation, focusing on physical breaches while overlooking the information operations in the background. Using the Polish-Belarusian border as a case study, this research expands this literature by providing a comprehensive understanding of how narrative construction through disinformation is being used to amplify the effects of escalating border tensions. The qualitative discourse analysis of Russian state-controlled media outlets revealed three dominant narratives used. First, Poland is treated as the perpetrator of systematic brutality. Second, it is being labeled ineffective and corrupt, failing to generate an adequate response. Lastly, Poland’s actions are considered to lack autonomy, with the Warsaw government regarded as a Western puppet. These narratives work less to construct a coherent account than to polarize Polish society and fracture EU cohesion. Drawing on the theory of hybrid interference, the research argues that engineered migration flows observed at the EU’s Eastern border in combination with disinformation campaigns, serve as wedge factors at both the domestic and regional levels. A strategy of weaponizing migration that fulfils objectives within a broader hybrid interference framework. Building on this, the thesis proposes a new category of subversive weaponization of migration to capture a strategy whose primary objective is destabilization rather than explicit coercion.
