Ziel dieser Masterarbeit ist die Konstruktion eines Entwicklungsindex für 91 österreichische politische Bezirke auf Grundlage sozioökonomischer Indikatoren aus den Bereichen Wirtschaft, Demografie, Infrastruktur und Tourismus für den Zeitraum 2016 bis 2022. Darüber hinaus wird der Zusammenhang zwischen EU-Kohäsionsförderungen und der regionalen Entwicklung anhand von Förderdaten der Programmperiode 2014-2020 untersucht. Zur Konstruktion des multidimensionalen Entwicklungsindex werden die Hauptkomponentenanalyse (Principal Component Analysis, PCA) sowie ein einfacher Durchschnittsansatz herangezogen. Zur Analyse des Zusammenhangs zwischen EU-Fördermitteln und regionaler Entwicklung kommen Paneldaten-Regressionsmodelle mit Two-Way Fixed Effects sowie unterschiedlichen Lag-Spezifikationen zum Einsatz. Die PCA identifiziert vier zentrale Dimensionen regionaler Entwicklung: Arbeitskräftepotenzial, Einkommen und wirtschaftliches Wohlbefinden, urbane Struktur sowie die tourismusbezogene Dimension. Die Ergebnisse zeigen deutliche regionale Unterschiede. Höher platzierte Bezirke befinden sich überwiegend in urbanen und tourismusorientierten Regionen, während niedriger platzierte Bezirke vor allem in peripheren ländlichen Gebieten liegen. In sämtlichen Spezifikationen der Fixed-Effects-Modelle zeigt sich kein statistisch signifikanter Einfluss der EU-Kohäsionsförderung auf den regionalen Entwicklungsindex im untersuchten Zeitraum. Die Ergebnisse dieser Studie tragen zu einem vertieften Verständnis regionaler Entwicklungsunterschiede in Österreich bei und können politische Entscheidungsträgerinnen und Entscheidungsträger bei der Gestaltung regionaler Entwicklungsstrategien, insbesondere in den Bereichen Tourismus, Gesundheitswesen und Bildung, unterstützen.

The objective of this thesis is to construct a development index for 91 Austrian political districts based on socioeconomic indicators from economic, demographic, infrastructural, and tourism-related dimensions from 2016 to 2022. In addition, the relationship between EU cohesion funding and regional development is analysed using funding data from the 2014-2020 programming period. Principal Component Analysis and the simple average approach are used to construct a multidimensional development index. Panel data regression models with two-way fixed effects and different lag specifications are used to analyse the relationship between EU funds and regional development. PCA identified four main dimensions of development: labour force, income and economic well-being, urban structure, and, finally, the tourism-related dimension. Significant regional differences are visible: higher-ranked districts are in urban and tourism-oriented areas, while lower-ranked districts are mostly located in peripheral rural regions. Across all fixed effects model specifications, EU cohesion funding did not show a statistically significant effect on the regional development index during the observed period. This study contributes to a better understanding of development disparities in Austria and may support policymakers in designing regional development strategies in areas such as tourism, healthcare and education.
