In dieser Diplomarbeit stellten die externen Einflüsse der europäischen und der euro-atlantischen Integrationsprozesse auf die Entwicklung Bosnien und Herzegowinas (BiH) den zentral zu untersuchenden Analyserahmen dar. Außerdem wurde im Rahmen der Literaturanalyse ermittelt, ob die bisherigen „Integrationskonzepte“ der beiden Organisationen (EU und NATO) jeweils eine nachhaltige Entwicklungsstrategie für BiH vorsahen. Der Untersuchungskontext umspannt den Beginn der beiden Integrationsprozesse BiHs bis zum gegenwärtigen Entwicklungszustand des bosnisch-herzegowinischen Staates.
Zum einen wurden die Handlungsstrategien, die Akteur- und Interessenkonstellationen der EU, der NATO und des bosnischherzegowinischen Staates näher analysiert. Zum anderen wurden die Chancen, Bedeutung und die davon erwarteten Effekte dieser Integrationsprozesse für BiH diskutiert.
Es konnte gezeigt werden, dass die beiden Organisationen mit der Expansion der liberalen Rechtsstrukturen und Verbreitung wirtschaftspolitischer Leitideen vielerlei Gestaltungsmöglichkeiten hinsichtlich der Entwicklungsprozesse dieses Staates haben. Sowohl die EU als auch die NATO agieren als „change and force agents“ in den genannten Integrationsprozessen BiHs primär aus geostrategischen, wirtschafts- und sicherheitspolitischen Gründen. Die „Integrationskonzepte“ sowie der Demokratie- und Rechtsexport der EU und NATO können einerseits als Dynamisierungs- und Reformmotoren der Entwicklung BiHs gesehen werden. Andererseits aber wurde der Entwicklungsweg BiHs durch „das ständige Händchenhalten“ (protektoratsähnliche Präsenz) der internationalen Akteure zum Teil paralysiert.

This work represents results of a literature investigation on the external influences of the European and Euro-Atlantic integration processes on the development of Bosnia and Herzegovina (BiH). In this context it was also determined whether the recent “integration policies” of EU and NATO has provided sustainable development strategies for this country. The study context envelops the beginning of the integration process of BiH to the current development’s stage of this state.
On the one side, the external and internal actors’ strategies, their constellations and interests were explored. On the other side, the opportunities, the importance as well as the expected effects of this integration processes for BiH were also discussed.
Furthermore, this study showed that there are many open “design” options regarding the development of that country with the expansion of their liberal legal structures and with the distribution of economic principles. Both the EU and the NATO act as “change and force agents” in these integration processes, but primarily for geo-strategic, economic and security reasons. The “integration concepts” of the EU and the NATO as well as their exports of democracy and law ideas can be seen as a dynamic engine for development and reform processes of BiH. But at the same time, the development path of this state has been paralysed through “the constant hand-holding” (similar to a protectorate) of the international actors.
